It really is about the effect tax, not the rate. If home values went up 100% and cities lowered the tax rate, people would still be MORE taxes. This is the reverse situation. Property values have significantly fallen, therefore the municipality can raise the tax rate, but still have constituents pay less taxes than in the previous year. As long as cities adjust according to market and are not ballooning spending this is reasonable and just taxation.
